5.) Request approval of the Chambers Mountain Communication Tower Lease renewal in the amount of $5,200 annually for a five (5) year term to be paid from Sheriff's Office FY 2020-2021 budgeted funds

6.) Request approval to accept a quote from Idemia Identity Security USA, LLC in the amount of $20,875 for the purchase of a Livescan Automated Fingerprint machine to be paid from Sheriff's Office FY 2020-2021 budgeted funds and approval for County Manager to execute all documentation associated with this purchase and quote

7.) Request approval of budget amendment - Public Assistance - Low Income Energy Assistance Program - $140,792 - additional federal funds awarded for the Low Income Home Energy Assistance program as a supplemental payment due to eligible recipients due to COVID-19

8.) Request approval of budget amendment - Intergovernmental Revenue - Public Health - Dental - $47,608 - to recognize the Medicaid Cost Report Settlement funds retained by NC DHHS Div. of Medical Assistance for FY 2017-2018.  10% of the Medicaid Cost Report funds are withheld to cover any possible paybacks.  Due to no paybacks for FY 2017-2018, NC DHHS released the holdback funds to be spent in programs that earned the revenue.  The largest portion of this Settlement goes to the Dental clinic where the funds will be spent on Professional Services (lab services for restorations, dentures, crowns), medical/office supplies, equipment repair and maintenance, staff training and continuing education

9.) Request approval of budget amendment - General Fund - Public Safety - Sheriff's Office - $9,504 - drug seizure funds collected in prior years appropriated from fund balance to purchase new handguns to replace aging inventory

10.) Request approval of budget amendment - Elections - $30,000 - CARES Act funding received to cover supplemental pay for poll workers for working on November 3, 2020 and to cover expenses incurred to prevent the spread of COVID-19

IX) Regular Agenda

1.) Request approval of Resolution Honoring the Retirement of Captain Chris Moody for 31 Years of Law Enforcement Service Awarding His Issued Badge and Sidearm - Chief Deputy Jeff Haynes

2.) Request approval of New Employee Contract between Travis Cable and Haywood County in the amount of $15,283 to be paid from FY 2020-2021 budgeted funds - Chief Deputy Jeff Haynes

3.) Request approval of Resolution to Declare Surplus Personal Property and Authorize the Disposal Using Private Sale for vehicles and equipment within the Solid Waste Department - Program Administrator David Francis

4.) Request approval of McGill Contract in the amount of $37,000 to be paid from contingency funds for the purpose of updating the Haywood County Comprehensive System-wide Parks and Recreation Master Plan; approval of budget amendment to allocate funds from contingency to cover said cost(s) of Master Plan; and approval for County Manager to sign all documentation pertaining to said Master Plan - Program Administrator David Francis

5.) Request approval of special use permit for a Wireless Telecommunication Tower application pursuant to Haywood County Code Ordinance Chapter 115: Wireless Telecommunications Facilities - Development Services Coordinator Jodie Ferguson

6.) Request approval to accept and appropriate $705,968 from the North Carolina Department of Commerce CDBG-CV Grant and appropriate $75,000 from contingency fund to capital project fund for the required county match; approval for County Manager to execute all necessary documentation to complete the grant requirements - County Manager Bryant Morehead

7.) Request approval of Resolution of the Board of Commissioners of the County of Haywood, North Carolina, approving an Installment Financing Contract, a Deed of Trust, and other related documents for the Haywood Community College HHSA Building project that also includes the nursing education program and to pay in full the Crafts Education Building project debt - Finance Director Julie Davis
